The Foundation drew the attention of patients and hospitals to the inadmissibility of refusing medical care without test results for coronavirus. Earlier, the All-Russian Union of Patients announced more frequent cases of refusal of hospitalization, including planned, to people with chronic diseases in the absence of test results for COVID-19.
According to the GSP, patients were asked to do the test for their own money on the grounds that they are not at risk or do not have ARVI symptoms, so the costs are not covered by the territorial state guarantees program.
The Mandatory Health Insurance Fund commented on this situation to MedPortal, pointing out the inadmissibility of such conditions on the part of hospitals.
"The requirement for laboratory test results for the presence of a new coronavirus infection COVID-19 in the provision of medical services under compulsory health insurance is a violation; it is classified as an unjustified refusal to provide medical care to insured persons in accordance with the territorial program of compulsory health insurance," said Elena Chernyakov.
The MHIF explained that not a single regulatory document provides for the requirement to conduct laboratory tests for the presence of COVID-19 infection for planned hospitalization.
In this regard, the MHIF demanded that the territorial compulsory medical insurance funds strengthen control over unjustified refusals to insured persons to provide medical care under compulsory programs. health insurance.
The Foundation also draws attention to the fact that the treatment of patients with cancer, diseases of the cardiovascular and endocrine systems, as well as those on dialysis is carried out in full. Difficulties may arise due to the fact that some hospitals are redesigned into infectious diseases hospitals, and some may be quarantined. In addition, due to the epidemiological situation, only preventive measures in terms of medical examination were temporarily suspended.
“It is only possible to transfer planned types of medical care in those cases when the patient's condition allows it. If medical manipulations are required, without which there will be a threat to the life and health of the patient, then they must be performed, - said Dmitry Kuznetsov, Vice President of the All-Russian Union of Insurers. However, patients need to know that, within the framework of the compulsory medical insurance, planned hospitalization, as well as a number of instrumental and laboratory tests (computed tomography, magnetic resonance imaging, ultrasound of the cardiovascular system, etc.) to which the patient is attached. If these conditions are met, and the patient is being denied the necessary medical care, it is necessary to immediately contact an insurance medical organization (CMO)"
Kuznetsov admitted that in practice difficulties may arise with the provision of medical care and promised that over time, the routing of patients will be debugged.
“Call centers of all insurance medical organizations operate around the clock, and insurance representatives continue to provide not only advisory, but also organizational support, helping to find an option where to send a patient for treatment,” explained Dmitry Kuznetsov.
In case of violations of patients' rights in hospitals, experts recommend contacting an insurance medical organization immediately. The patient will not only be consulted, but also helped to resolve the issue of hospitalization.

Perhaps there will immediately be a telephone number where to contact with questions. If the phone number is not indicated on the policy, then the call center phone number can be found on the website of the insurance company. You must call the contact center and state the problem.
