The Russian Ministry of Health informs that the changes that were made at the end of last year to the procedure for organizing medical care in the Geriatrics profile do not deprive elderly patients with senile asthenia of the right to high-tech medical care.

The Russian Ministry of Health informs that the changes that were made at the end of last year to the procedure for organizing medical care in the Geriatrics profile do not deprive elderly patients with senile asthenia of the right to high-tech medical care.

The explanation appeared on the official website of the department "in connection with the active discussion on social networks of the topic of providing high-tech medical care to elderly and senile citizens."

The subject of discussion in social networks was the order of December 20, 2019 No. 1067n, which indicates the exclusion of high-tech medical care (HMP) from the order of assistance in the Geriatrics profile. So, the wording “including high-tech medical care” is changed by the order to “except for high-tech medical care”.

According to the Ministry of Health, Order No. 1067n of December 20, 2019 amends the procedure for organizing medical care in the Geriatrics profile, which was approved in 2016. The department says that the new document does not limit the right of people to high-tech medical care. The latter, according to the ministry, is regulated by order of November 2, 2019 No. 824n in accordance with the List of types of high-tech medical care established by the program of state guarantees for the provision of free medical care to citizens. The procedure does not provide for restrictions on the provision of the UMP in accordance with the patient's age.

Thus, according to the Ministry of Health, all citizens of the Russian Federation, including patients suffering from senile asthenia, can be provided with VMP for any profile of medical care included in the list of types of VMP approved in the prescribed manner.

Polina Gabai, lawyer, founder of the Medical Law Faculty LLC, commented on this issue for the Mercy Foundation:

“The order of medical care in the“geriatrics”profile, approved by the Ministry of Health, does not apply to either high-tech medicine or oncology. They are regulated by separate orders. The norm, taking into account the amendments, reads as follows: medical care in the “geriatrics” profile is provided in the form of primary specialized medical care, specialized, with the exception of high-tech medical care and palliative care. This means that the VMP, including oncology, and oncology outside the VMP are regulated by separate orders."

The expert concludes that medical care in oncology, as previously provided to elderly patients, will continue to be provided in accordance with other procedures.
