Changes are being made to Article 12 of the Federal Law "On the Protection of Citizens' Health from the Effects of Secondhand Tobacco Smoke and the Consequences of Tobacco Consumption". The document was initiated by the First Deputy Chairman of the Committee on Information Policy, Information Technology and Communications Sergei Boyarsky. “It is proposed to return the opportunity, and only the opportunity, and not oblige our operators of air hubs to organize isolated smoking areas or so-called smoking cabins in order to enable smokers to fulfill their needs in situations when they wait for a flight for several hours, when the flight is delayed or long transplants. So they will not interfere with anyone and violate the rights of non-smokers,”Boyarsky said.
According to him, the anti-tobacco law adopted in February 2013 is “one of the best in the post-Soviet space and even in Europe,” but this document has a number of shortcomings. Including, a complete ban on smoking on the territory and in the premises of airports. And the main goal of the initiative is to protect nonsmokers and preserve clean air in public spaces by creating special smoking rooms equipped with powerful ventilation systems.
The bill was greeted with enthusiasm in the all-Russian Movement for the rights of smokers. According to the executive director of the organization, Andrei Loskutov, this is a “return to common sense”. “Let's look at smokers as citizens of the country who pay taxes, go to elections and have the right to some of their habits - not always those that are supported by a certain number of state institutions,” said Loskutov to Mednovosti. "Today, such citizens are deprived of the legal opportunity to use goods legally acquired for legally earned money, without giving any alternative."
According to him, in the airports of France and Germany, "where their citizens and transit citizens of other countries are respected," there are comfortable places for smoking. And in many Russian airports "are closed, but they are ready to open even tomorrow" specially equipped isolated smoking rooms.
The draft law was supported by the relevant Duma committee on health protection: the deputies believe that the return of smoking rooms to airports will be more effective than a total ban on smoking. But the Ministry of Health does not agree with this. According to the department, the return of smoking rooms to airports will contribute to an increase in the number of smokers and the growth of diseases caused by tobacco consumption.
The ONF is against the bill. Earlier, the co-chairman of the central headquarters of the organization, president of the National Medical Chamber Leonid Roshal sent an appeal to Deputy Prime Minister of Russia Tatyana Golikova and Chairman of the State Duma Vyacheslav Volodin with a request to take into account the position of experts when considering the bill on the return of smokers. "Any relaxation in the consistent state anti-tobacco policy will negatively affect the health of the nation as a whole and should not be taken in the economic interests of individual organizations," Roshal said in his address.
According to him, a complete ban on smoking in public places reduces tobacco consumption by an average of 10-15%, and the likelihood of successful attempts to quit smoking increases significantly. In addition, the organization of smoking rooms does not help to solve the problem of smoking in toilets, since such violations were widespread even before the dismantling of smoking rooms at airports. Research, on the other hand, shows that violations are almost five times higher at airports where smoking rooms are allowed.

And in the United States and China, it is generally forbidden to bring lighters into transit zones, because there have been attempts at terrorist attacks with their use. “Everyone has to breathe in smoking rooms. Before dismantling the smoking rooms at Sheremetyevo, my colleagues measured the air next to them, and a very high level of toxic substances was recorded there by devices. Ventilation does not help, the doors of the smoking rooms are often opened, and smoking does not stop there,”Khalturina notes.
