Emergency assistance should be provided in any region on the territory of the Russian Federation with a compulsory medical insurance policy.

  • Routine medical care. This is medical assistance, which is provided in the course of preventive measures, for diseases and conditions that are not accompanied by a threat to the patient's life, do not require emergency and urgent medical care, and a delay in the provision of which for a certain time will not entail a deterioration of the patient's condition, a threat to his life and health … Routine assistance should be provided in any region on the territory of the Russian Federation in the presence of an OMS policy. If indicated, the doctor will provide medical assistance and, if necessary, send for additional examination.

Emergency medical care should be provided to a person, regardless of citizenship and the presence of a compulsory medical insurance policy. Such help is required in case of sudden acute diseases, conditions, exacerbation of chronic diseases that pose a threat to the patient's life (for example, conditions accompanied by sudden loss of consciousness, bleeding from the great vessels and other diseases)
