The adoption of digital technologies in healthcare is happening rapidly. And together with the growing interest of citizens in their health, this stimulates the emergence of various telemedicine projects for patients - from electronic registration to testing for the risk of various diseases.

The adoption of digital technologies in healthcare is happening rapidly. And in a place with the growing interest of citizens in their health, this stimulates the emergence of a variety of telemedicine projects for patients - from electronic registration to testing for the risk of various diseases.

Today digital medicine is developing in five main areas. These are: Internet navigation (assistance in finding the necessary specialists, hospitals or services), disease prevention and the formation of a healthy lifestyle, clinical telemedicine, distance education and support for scientific clinical decisions. The first two of these areas are addressed directly to patients.

Internet navigation began with applications targeting the commercial medical sector. But now there are resources that offer to take care of health, using the capabilities of the compulsory medical insurance policy. Such resources are being developed by the participants of the CHI system (the Federal CHI Fund, insurers, large clinics) and private startups.

About the prospects of services focused on compulsory medical insurance, Mednovosti is talking with Eric Brovko, the general director of the social project "My Health", which recently launched a mobile application of the same name in St. Petersburg. The platform is integrated with the database of the Territorial MHI Fund and helps citizens to enroll in a state clinic without calls, queues and registration through an easy-to-use mobile application.

Today, every citizen of the Russian Federation has a compulsory medical insurance policy. What is the need to popularize this system?

- The question is not in the popularization or advertising of the CHI system, but in the fact that our citizens do not know about all its possibilities and, often, I cannot use them. Yes, many are aware that each region annually adopts the territorial "Program of state guarantees of free provision of medical care to citizens." But it is difficult for a normal person to read this name alone, and even more so to understand the "types, forms and conditions" of this help. Our application adapts to the personal characteristics of a person and helps him navigate the complex CHI system. Users have access to personal recommendations on the prevention of diseases, a plan of clinical examination based on test results, the possibility of online appointment with a doctor as part of the compulsory medical insurance program.

- Yes, of course, but this service concerns exclusively the appointment with a doctor. In addition, there is no feedback on the State Services website. Unfortunately, patients often face the problem of lack of coupons, this is due either to a shortage of certain specialties, or to the reluctance of the polyclinic to put them online. Sometimes there are free coupons in the internal information system of a medical institution, and theoretically they can be "issued" by doctors, registering patients with other specialists or to themselves for a second appointment.

But for the patient it still looks like the inaccessibility of free medical care and a signal to apply for a paid one. We plan to keep our statistics and ratings of polyclinics and further transfer these data and our recommendations to health committees. Such things need to be addressed systematically, it will be very difficult to do it with each institution.

Will officials consider the recommendations of a commercial organization?

- Why not? After all, we are offering a social project that helps citizens to receive free medical services required by law. Just imagine: 146 million people in Russia have a compulsory medical insurance policy, but 72% of the population - 105 million people - rarely or do not use it.

Today, private medical organizations are starting to work in the compulsory medical insurance system. And a certain part of people wants to be treated in them

- Registration in such medical institutions should be carried out according to the same algorithms as when registering in a state polyclinic. For example, our users have the opportunity to sign up for the Polis polyclinics network. This is a private company operating in the field of compulsory medical insurance in St. Petersburg, Ulyanovsk and Ulyanovsk region. I am sure that there will be many more such examples.

But do you yourself only work in St. Petersburg ?

- We started from St. Petersburg. But before the end of the summer, we plan to launch the service in all regions of the country. As for the registration in children's polyclinics, the development of this service should be completed by the end of June.

What, apart from making an appointment with a doctor, should a telemedicine service offer so that users choose it ?

- The most important thing is that with the help of the recommendations and instructions in the application, a person can engage in prevention and monitor their health. For example, take online health tests, on the basis of which the system will determine his personal risks for different nosologies. So, on our site there is a general preventive test, after passing which a person receives advice on what health indicators need to be checked, and how to do it for free under the compulsory medical insurance policy. Another test is addressed to women preparing for pregnancy. The third is used for pre-medical assessment of the severity of depression.

In addition, in the Internet application it is convenient to keep a diary of your health indicators, noting physical activity, weight, mood, blood pressure, pulse. Doctors of various specialties asked such diaries to keep their patients long before the advent of modern gadgets.

Modern technologies for collecting and analyzing information, of course, are convenient, but there is also a downside to the coin. There have been several scandals around the world related to the leakage of personal information obtained by medical mobile applications

- This is a very serious problem. But if you follow the legal requirements and do not save on security infrastructure, store data in anonymized form and on secure servers, then the risks of personal information leakage can be minimized.
