Public Health Panorama, the journal of the WHO European Bureau, has published a study on the readiness of Russian medicine to adopt digital technologies. The authors of the work - scientists from Sechenov University and employees of the Research Institute of Organization and Informatization of Health Care - described the current state of the industry and proposed steps that will help to effectively apply new technologies.

Public Health Panorama, the journal of the WHO European Bureau, has published a study on the readiness of Russian medicine to adopt digital technologies. The authors of the work - scientists from Sechenov University and employees of the Research Institute of Organization and Informatization of Health Care - described the current state of the industry and proposed steps that will help to effectively apply new technologies.

E-health involves digitalizing and combining into a single database a significant part of information about a patient and the course of his treatment - from the history of medical care requests to information received from wearable devices and gadgets. This also includes electronic document management, service quality assessment, distance education and drug sales, telemedicine. Digital health includes all of the above plus the use of analytical and mathematical methods to process data, including to help make medical decisions.

Since 2016, the country has been implementing the e-health project, and last year the federal project “Creation of a unified digital circuit in health care based on the unified state health information system (EHISZ)” was launched.

The authors of the article identified five main areas of using digital technologies in medicine:

Internet navigation of citizens (assistance in finding the necessary specialists, medical institutions or services),

  • prevention of diseases and the formation of a healthy lifestyle,
  • clinical telemedicine,
  • Remote education,
  • support for scientific clinical decisions.

Internet navigation should be provided by a federal information system, which by 2020 will include all medical institutions, insurance companies, pharmacies and sports and recreation centers.

As an example of a successful state project aimed at preventing diseases and promoting a healthy lifestyle, the authors of the article call the takzdorovo.ru portal of the Ministry of Health of the Russian Federation. Specialized resources are emerging that collect and process data on the health status of the population. Such sites allow you to allocate resources and select priority areas in health care, and at the same time give recommendations to specific people on lifestyle changes.

Already today, technologies for collecting and analyzing information make it possible to identify both the risk of illness of individual patients and to give a prognosis about the health status of an entire social group. However, so far this is actually working outside the legal framework. In order to legitimize the collection and analysis of such data, it is necessary to create a list of mobile devices that can do this, develop software for them, ensure the protection of personal data and secure ways of communication between a doctor and a patient.

In recent years, the legislative regulation of telemedicine has advanced, allowing you to remotely monitor the patient's condition, conduct consultations and consultations of doctors, and buy medicines from online pharmacies. Projects are actively developing in Russia that enable doctors to exchange experience and communicate with leading specialists of the country. But so far this opportunity is underutilized by the operational services. According to the authors of the study, the work of ambulance teams can be significantly improved if they are equipped with telemedicine equipment.

Distance education is addressed to both students and teachers and practitioners. In medicine, the constant acquisition of new knowledge is stronger than anywhere else, and digital technologies provide convenient formats for such training: from online lectures to broadcasts of surgical operations. This also includes educational projects aimed at increasing the health literacy of the population.

To support clinical scientific decisions, practitioners should be provided with access to the latest research findings, scientific journal publications, databases, research support programs and grants.

All these areas, the authors of the article emphasize, will not be able to develop without combining the efforts of experts from different fields, as well as without the appropriate infrastructure and funding necessary for training specialists, creating computer programs, devices and equipment.
