On October 1, the priority national project "Healthcare" starts working in Russia. On October 1, the priority national project "Healthcare" starts working in Russia. For 6 years, the Ministry of Health expects to reduce the mortality rate of the working-age population by more than a quarter and infant mortality by 19.6%. Losses from blood circulation diseases should decrease by 23.4%, from oncological diseases - by 7.8%. The project price is more than 1.36 trillion rubles, the bulk of which will be spent during the first three years.

In early September, the Presidium of the Council for Strategic Development and Priority Projects under the President of the Russian Federation approved the national project Healthcare, developed by the government under the new May decree of Vladimir Putin. In general, the Ministry of Health oversees 10 federal projects: eight independent within the framework of the national project "Health", and two - in the national project "Demography". Among the target indicators of the project are: reduction of mortality, elimination of personnel shortages, total coverage of Russians with professional examinations, increase in the availability of medical care, optimization of the work of medical institutions, and reduction of queues. And even an increase in "the volume of exports of medical services by at least four times."

There has not been such a large-scale project in the country since 2011, when the five-year national project "Health" was completed. In those years, 54 regional vascular centers and 145 primary vascular departments were opened, equipped in accordance with modern requirements, and specialists were retrained. Within the framework of the national cancer program, the oncological service was modernized, more than 100 new institutions appeared, more than 4 thousand existing ones were repaired and re-equipped with modern medical equipment. In addition, a system for providing medical care for road injuries was developed, and more than 300 trauma centers were created and equipped. This program turned out to be the most effective (in terms of reducing mortality).

Other federal programs were also officially recognized as successful, although the target results were not achieved. Thus, over five years, the mortality rate from cancer has decreased by 1%, against the expected 4%. Experts insisted on continuing the state program for oncology, which solved only a small part of the problem of equipping far from all cancer institutions in the country. However, the Ministry of Health each time answered that the further development of the industry is provided for in numerous other documents of the department. Having lost seven years, today the authorities returned to this issue.

As Minister of Health Veronika Skvortsova told reporters at a briefing after the Council meeting, the department is faced with the task of creating "total alertness to cancer in the primary care", re-equipping more than 100 regional institutions, and forming outpatient oncological services. In addition, within the framework of the Fight Against Cancer Project, a network of proton centers, the most innovative part of nuclear medicine, will be created, as well as a network of reference centers for a second expert opinion on the most complex diagnostic methods. A separate part of the program is devoted to eliminating the shortage of personnel in the oncology service, including engineering personnel - those specialists without whom radiology cannot develop.

The program for combating cardiovascular diseases involves re-equipping the entire network of primary vascular departments, regional centers and rehabilitation departments, at least doubling the volume of X-ray endovascular interventions, stenting, and angioplasty for acute coronary syndrome.

Among other areas of the national project: improving medical care for children, including creating a modern infrastructure for providing this care, eliminating staff shortages, developing national medical research centers, creating a "single digital circuit in health care" and developing telemedicine. And also "export of medical services", the volume of receipts from which is planned to be brought up to a billion dollars a year.

But, above all, the National Project is dedicated to improving the availability, quality and comfort of primary health care, this is its first direction, Skvortsova emphasized. Until 2021, it is planned to build more than 360 new healthcare facilities for small settlements, increase the coverage of the population with professional examinations, and introduce technologies of the so-called lean polyclinics. With regard to personnel indicators, but the Ministry of Health expects to bring the "staffing rate" of Russian medical institutions to 95%.

The planned funding of 1.3 trillion rubles should be enough to solve all the tasks of the National Project, Skvortsova is sure. And so that there are no distortions on the ground during its implementation, 85 separate projects are being developed for each region, taking into account the peculiarities and needs of each of them. If in the end everything is done as planned, Russian medicine will move to a different quality level, and every Russian will feel these changes, the minister promised.
