Memo for those who need pain relief
To solve problems related to the receipt of medicines, or in case of violations of legislation on the right to pain relief, Roszdravnadzor has organized a "hot line".

Roszdravnazdor published a memo on its website intended for patients in need of pain relief. It tells about important changes in domestic legislation concerning the issues of prescribing, discharging and receiving painkillers.
Recall that the right to pain relief is guaranteed to citizens of the country by the law "On the Fundamentals of Health Protection of Citizens in the Russian Federation", which states that the patient has the right to "relief of pain associated with the disease and (or) medical intervention, available methods and medicinal drugs ".
Any patient with pain syndrome can receive pain relievers - if necessary, he should be prescribed a drug, regardless of the diagnosis and whether he is being treated in a hospital, or is at home or in a hospice.
Here are the main changes that a patient or his legal representative needs to know about:
- a prescription for a narcotic drug that relieves pain syndrome can be issued to the patient by any local doctor;
- the doctor is obliged to issue a repeated prescription for an anesthetic drug without returning previously issued and used packages, ampoules, transdermal systems;
- the period of validity of the prescription for receiving a narcotic drug that relieves pain syndrome at a pharmacy has been increased from 5 to 15 days;
- a prescription for a narcotic pain-relieving drug can be obtained both by the patient himself and by his legal representative (relative). When a relative receives a prescription, a special note is made in the patient's outpatient card and prescription. To prove to the doctor the fact of family ties, it is enough to have a passport or other documents confirming this;
- for patients who need long-term treatment of pain syndrome, the dose of narcotic drugs for its relief can be doubled.
