The task of insurance medicine is to increase the responsibility of Russians for their health. Insurers need to be motivated to ensure that health care providers provide quality services so that patients can choose the ones that perform best. So the need to switch to the insurance principle was explained by the President of the Russian Federation Vladimir Putin in his annual message to the Federal Assembly.

The task of insurance medicine is to increase the responsibility of Russians for their health. Insurers need to be motivated to ensure that health care providers provide quality services so that patients can choose the ones that perform best. So the need to switch to the insurance principle in health care was explained by Russian President Vladimir Putin during his annual message to the Federal Assembly, RIA PrimaMedia reports.

“The basic question is a real transition to the insurance principle in healthcare. Today, the function of compulsory medical insurance, in fact, is reduced to "pumping money" to the recipient, but not through the budget, but through an off-budget fund. The task is completely different,”the head of government said.

“The task is to make the insurance principle work, so that a person's responsibility for their health increases, financial incentives for a healthy lifestyle appear, and insurance companies are interested in medical institutions providing quality services, monitoring this and giving a financial assessment their work, so that the patient finally has the opportunity to choose the medical institution that, in his opinion, works best,”the president explained.

State guarantees for the provision of free medical care, according to the glories of the head of state, should be fully provided by the compulsory medical insurance system. At the same time, residents should know exactly what kind of assistance should be provided to them free of charge, and doctors should understand the principles of payment for their services.

The President also highlighted the importance of prevention in healthcare. He recalled that since 2015, children and adolescents must undergo compulsory free medical examination, and for adults, medical examination should be obligatory every three years.

Vladimir Putin also pointed out the need for the development of high-tech medicine in Russia, and also expressed the opinion that fundamental and applied research in the field of medicine should become the priority of the Ministry of Health and the Russian Academy of Sciences.

“In general, within three years we need to create conditions to do one and a half times more high-tech operations than now. Quite an achievable task. At the same time, one must not lag behind global trends. Leading countries are already on the verge of introducing therapeutic technologies based on bio- and genetic engineering, on decoding the human genome. This will truly revolutionize medicine. I believe that the Ministry of Health and the Russian Academy of Sciences should prioritize fundamental and applied research in the field of medicine,”the Russian President said.
