The Moscow Department of Health has issued an order according to which doctors of city polyclinics will be punished with a ruble for incorrect diagnoses, and the ambulance service will have to pay if there were no grounds for hospitalizing the patient. The Moscow Department of Health has issued an order, according to which doctors of city polyclinics will be punished with a ruble for incorrect diagnoses, and the ambulance service will have to pay if there was no reason for the patient to be hospitalized. According to the newspaper, the document will become effective from the beginning of 2014. The order of the health department regulates the financial responsibility of medical institutions.

Starting next year, funds between hospitals and clinics will be distributed in a new way, they will be allocated by the Mandatory Medical Insurance Fund (MHI). Only overhaul and purchase of expensive medical equipment will be financed from the budget. Hospitalization of the patient due to his improper treatment in the clinic will become the basis for the deduction of funds from the clinic in favor of the hospital. The administration of polyclinics, according to the publication, will have to save money, including on the salaries of doctors. And doctors - to accept as many "light" patients as possible in order to increase the income of the institution.

The order also does not specify which grounds for hospitalization in an ambulance would be considered sufficient and which would not. The newspaper notes that the ambulance order, adopted in August of this year and later canceled, prohibited hospitalization of patients diagnosed with angina, scarlet fever, epilepsy, acute otitis media, hepatitis, as well as with abscesses and bronchial asthma. …

As a reminder, on September 10, Rozdravnadzor succeeded in canceling the order of the chief physician of the ambulance named after V. A. S. Puchkova "On the tactics of managing patients and victims at the prehospital stage", in which the list of indications for hospitalization was significantly reduced. The document was found to be contrary to Russian legislation and the regulations of the Moscow Department of Health.

The reason for the cancellation was a case that took place at the end of August 2013, which received a wide response in the media. Then several ambulance crews refused to hospitalize the Muscovite, referring to this order, and a few days later the patient had to amputate his toe.
