It is assumed that the new law will serve as an additional factor encouraging drug addicts to treatment.
"The bill provides for the empowerment of the court to impose on persons with drug addiction, as well as persons who use narcotic drugs or psychotropic substances without a doctor's prescription, an additional obligation to undergo drug addiction treatment and medical and social rehabilitation or a course of preventive procedures," the message says. …
If the law is adopted, changes will be made to the Code of Administrative Offenses and to the Criminal Code.
According to the results of a sociological survey, compulsory treatment of drug addicts was approved by 80 percent of Russians. This initiative was opposed by 14 percent of the country's population.
The current legislation provides for administrative liability for drug use: a fine of four to five thousand rubles or arrest for up to 15 days.
