The Central District Court of Kaliningrad on Wednesday acquitted the former Minister of Health of the Kaliningrad Region, Elena Klyuikova, whom the investigation accused of negligence in purchasing a tomograph, which entailed damage of 19 million rubles, RIA Novosti reports.

Klyuikova was accused of negligence in concluding a state contract for the purchase of a computer tomograph for the needs of the region worth about 63 million rubles. The investigation established that the estimate of the cost of the equipment, on which the amount of the concluded contract depended, was falsified. As a result, the regional budget suffered damage in the amount of over 19 million rubles.

Even before the transaction, the investigation believes, Klyuykova should have checked the accuracy of the documents submitted by her employees, including those substantiating the actual cost of the tomograph, but did not do this, as a result of which the device was acquired at a deliberately inflated cost.

A criminal case against Kluykova was opened in 2009, and the following year she resigned from her post of minister. The case was initiated under Part 1 of Article 293 of the Criminal Code of the Russian Federation (negligence, that is, non-performance or improper performance by an official of his duties). The maximum punishment under this article is arrest for three months.
