The director of a private clinic was detained for selling certificates in St. Petersburg. For the examination and testing, his employees involved healthy dummies. Among those who received medical certificates, there were patients with tuberculosis and HIV-infected migrants. An entrepreneur can be prosecuted under two articles.

Employees of the transport police of St. Petersburg have detained the director of a private medical center, who is suspected of illegally selling medical certificates to foreigners, Interfax reports with reference to the press service of the transport department of the Ministry of Internal Affairs of the Russian Federation in the North-West.
According to operational information, foreigners from neighboring countries who came to the northern capital to work could illegally purchase any medical certificate at the clinic necessary to obtain a work permit.
As the operatives found out, in order to acquire a medical document, it was enough for a guest worker to transfer a passport and three thousand rubles to the clinic; personal presence at the medical center was not required. For the examination and testing, the center's staff involved physically healthy figureheads for a symbolic fee of 500 rubles.
During the investigation, it turned out that health certificates, in particular, could be obtained by two seriously ill newcomers: one had an open form of tuberculosis, and the other was HIV-infected.
Currently, the issue of bringing the detained entrepreneur to criminal liability under two articles of the Criminal Code at once is being resolved - for the sale of official documents and for abuse of his powers.
